Mr. Billy Toliver was born in Rusk County on October 5, 1946 to the late Sylvista Toliver & Emma Lee Davis (Johnson) in Kilgore, Texas. He attended C.B. Dansby High School where he graduated in 1965. Mr. Toliver worked at Goodyear Kelly's Springfield in Tyler, Texas for 35 years.

On June 15, 1968, he married Martha L. Williams, a union that lasted 52 years. Together, they served at Triumph the Church & Kingdom Church of God in Christ. Rev. Toliver continued to also serve at Faith Tabernacle Church of God in Christ for many years as an associate minister and musician. He also served as Senior Pastor for Triumph the Church in Center, Texas for several years. Billy Toliver was a handyman of all sorts and was respected by his community on his expertise of car mechanics. He painted, rebuilt engines, and re-upholstered seats. You name it, he did it. He was very gifted by God that way.

Billy bka "Bill Lee" had a zest for life and a freedom which was expressed through his love to be a witness for the Lord, his love of riding, his motorcycle, playing his guitars, and singing with his dog "Brown" who would accompany him.

Mr. Toliver is preceded in death by his parents and 4 siblings.
