Cleo Williams, was born on April 19, 1938, in Kilgore, Texas, to the late Roosevelt Williams Sr. and Chaney Templeton Williams; she was the third of ten children born to this union.
Cleo was called by her Savior at an early age, she was a member of Fredonia Baptist Church in Kilgore, Texas, and devoted her life to speaking God's word and encouraging others through the gospel.
Cleo attended Fredonia Elementary and High School and later attended Butler College in Tyler, where she received her Certificate of Cosmetology. She later opened a beauty salon, which she owned and operated for several years.
Cleo worked as a Nurse Aid, in Kilgore, and later as a food service worker at Sabine Elementary School; where she retired after twenty years of service.
Mrs. Cleo was united in matrimony, to Arthur Mumphrey, on September 13,1959 and became a member of the County Line Church of the Living God. To this union four daughters and three sons were born.
She is preceded in death by her parents, Roosevelt Sr. and Chaney Williams; brothers, Lenzy, Roosevelt Jr., Sidney, Billy Ray, Winston and Carl; sisters, Evelyn Todd, Joella Jones and Marie Reddic.
She leaves to cherish her memory her husband, Arthur L. Mumphrey Sr.; four daughters, Jean Mumphrey of Longview, Texas, Barbara Mumphrey of Dallas, Texas, Diane (Rochaun) Hawkins of Longview, Texas, and Natashia Russell of Kilgore, Texas; three sons, Alonzo Mumphrey and Arthur L. Mumphrey, Jr. of Kilgore, Texas, and Kevin (Zhenya) Mumphrey of Boca Raton, Florida; ten grandchildren; five great-grandchildren; two sisters, Margaret Buard of Dallas, Texas and Irish Gail Williams of Kilgore, Texas; and a host of nieces, nephews, cousins, and others who loved her.
